just ask Target, Home Depot or JP Morgan The aim of the malicious actors behind these attacks is typically money, personal information or anything that makes a profit Cyberwarfare, meanwhile, is something different altogether According to a NATO white paper, it has the intrinsic properties of malicious code, as well as effects that classify it as a  cyberweapon  In other words, profit isn't the primary goal, but rather the destruction or damage of tangible property The NSA document claims this kind of violence between Iran and the United States made its way into cyberspace on a day-to-day basis  David J Rothkopf, author of National Insecurity, argues this was because  the potential cost of using nuclear weapons was so high that no one felt they could afford to use them  Cyberweapons, meanwhile, could be precisely targeted for maximum effect and minimal splash damage It's clear the United States now takes the cyberwarfare threat seriously In fact, the White House recently approved the creation of a new agency  the US Cyber Threat Intelligence Integration Center  CTIIC  The idea is to prevent the kind of  siloing  that often happens when individual agencies such as the FBI, CIA and NSA get credible information about threats but refuse to share When it comes to war, however, there's no room for lone wolves Crossing Over For enterprises, the spread of virtual warfare almost seems like a relief  With nation states focused on one another, could businesses fly under the radar  The New York Times, however, notes that in 2012 Iran likely launched several distributed denial-of-service  DDoS  attacks against large financial institutions, including Bank of America and JPMorgan Chase More recently, North Korea was tagged as the prime suspect in the Sony Pictures attack There's also the emerging problem of mandated vulnerabilities, such as those now required by the Chinese government for all computer hardware imports As reported by The Register, new counter-terrorism laws in the country demand that all computers come with a  backdoor  which officials can access on a need-to-know basis The big issue  Knowledge of these backdoors means not everyone is going to play fair   both governments and malicious actors could exploit them for gain The bottom line for businesses  New cyber battlegrounds are one more threat vector  in addition to software designed to steal banking information or personal data, there's also malicious code being developed to exploit large-scale networks or impede system function The Devil You Know While it's tempting to point fingers at high-level hackers and clever coding, the reality is that cyberweapons make their way into enterprise networks in a much simpler way  known vulnerabilities According to an article from Computing, almost half of all data breaches in 2014 came from  known vulnerabilities  And as noted by the Daily Caller, government networks aren't much better  Over 500 vulnerabilities are  deeply embedded  in US Navy systems, while Microsoft just recently patched a critical issue in Group Policy that put computers at  full risk of compromise,  according to Computerworld Between these existing vulnerabilities and those purpose-built into systems at the behest of government agencies, enterprises need a better way to evaluate third-party software and hardware or run the risk of becoming collateral damage on the new battlefield So how do companies protect their interests  The first step is vulnerability detection  that is, what already exists in a network that could give malicious code an easy way in  Next is end-to-end application security  What's being developed, both in-house and by third parties, that could open new avenues of attack  Think <item><title>Cyberwarfare is like sniping   If you don t have DOPE you don t have a shot </title><description>2013-09-06 03:02:01 - Security Bloggers Network :    I disagree strongly with this article by Jason Healey in The Atlantic To put a finer point on my disagreement  I am against the  demystifying  of cyber weapons to show they have humanitarian value Cyber weapons do not have peace keeping or humanitarian value The inconsistency of cyber weapons means that they are not integrated into an order of battle  meaning, to be effective they have to be in use all the time and the results gained can be used to plan operations If an operations commander were to go to a cyber warfare group and ask for something that a kinetic team could accomplish, perhaps turning off the lights in a city at midnight tomorrow to send a message or support a planned operation, the likely answers would be  1  Let me see if we already own something there  This means that the target has been compromised in the past and a rootkit may have been left behind Of course there is no guarantee because the rootkit could have been discovered, the machine that was infected could have been replaced or even egress firewall rule changes could block access 2  We can attempt to gain access, but no promises  This means the cyber warriors will have to collect data on the target and attempt a cold notice infiltration  Unless there are servers with sql injection or easy to hit buffer overflows, exploitation will not work 3  We can deploy some high speed commandos to place a key logger on someone's computer, and nab a password that will hopefully get us access to the important systems  Think about the game  Splinter Cell  This could work - but you would already need operatives in the area briefed and ready to breach the facility   IMAGE   Hey buddy, whats you PGP passphrase  4  Don t you have guys for that  I keep reading about these JSOC commandos  This equates to  we cannot get the job done in the allotted time, please look for other solutions to your warfighting needs  The  demystifying  part is what really gets me Cyber weapons rely on secrecy to work The POTUS can t go on TV and say  We will go with a cyber solution utilizing rootkits we have intalled over the years in their military network  That just sounds bad It confirms the now widely-held notion that we are the world's Cyber-overlord and we're constantly looking for ways to put the rest of the world under our Cyber-thumb Announcing the intended use of Cyberwar tools ahead of time is just bad strategy  the target would suddenly start scrubbing critical machines, changing passwords, and tightening firewall rules Do you remember the first Gulf War where plenty of jokes were made about Iraq getting all of its useful intel from CNN  A repeat of the fiasco would occur if the government tried to demystify its cyberwar capabilities It isn't hard to imagine a scenario where a forewarned adversary will prepare systems to observe an infiltration, and thus gain invaluable knowledge of Tactics, Techniques, and Procedures used by friendly forces In the  cyberwar  world, giving away your methods is a good way to see them turned back on you It would also invalidate your DOPE  IMAGE   I wouldn't be here if people just ignored patches and clicked on everything in emailbut noooo    DOPE is an acronym used by trained marksmen around the world, meaning Data On Previous Engagement This means the operator of a kinetic weapon system, such as a sniper and his rifle, have prepared ballistic data on the effect of his projectile on a target at a predetermined range and with consideration for atmospheric conditions, as well as target attributes such as movement and vulnerability  In cyber warfare a  cold notice infiltration  means you don't have any prior data on the target so you do everything from footprint and recon to exploitation in one step often in a very short timeframe This is opposite of a  hot notice infiltration  which means all the steps to infiltrate a target are done individually and with a lot of prep time  We could also talk about the usefulness of a kinetic option to deliver a cyber payload but I feel this blog post has already hit the point of over thinking </description><link>http://www.secuobs.com/revue/news/466910.shtml</link><guid isPermaLink="false">http://www.secuobs.com/revue/news/466910.shtml</guid></item>

necessarily the most dangerous In 2003, I founded my company, with the help of the federal government s Small Business Initiative Research  SBIR  program, to develop products to counter these advanced unknown, stealth cyberthreats today often referred to today within the security community as Advanced Persistent Threats  APT  While the APT threat is significant, the attacker can take months or even sometimes years to steal the information However, the recent attacks made by small hacking groups illustrate a highly more tangible, immediate, and potentially more severe form of economic damage It is appropriate to classify these acts as asymmetric warfare, and possibly as a type of cyberterrorism In contrast to APT threat actors and other traditional cyber criminals, cyberterrorists are not motivated by monetary gain Instead, the cyberterrorist wants to cause grave harm or economic damage as quickly as possible, and to get attention for it Attacks may be economic, political, or even shutting down the power in the dead of winter The technical aspects of the attack may be similar to APT, but the intent and goal is wholly different Cyberterrorism first was a buzzword in the late 90 s associated with power outages and explosions orchestrated over computer networks These types of attacks seemed like the digital equivalent of IED s While traditional terrorists clearly use the Internet to recruit and communicate, we operate under the assumption that the  ground of action  is still the physical world   think suicide bombers But, recent events have shown that attacks don t have to be kinetic to cause damage The ground of action can be entirely in cyberspace and damages can be measured in billions of dollars of stock value and the threats to persons are very real Edit  There are different views on the definition of cyberterrorism In 'Computer Attack and Cyberterrorism  Vulnerabilities and Policy Issues for Congress', Clay Wilson defines two forms of cyberterrorism  Effects-based  Cyberterrorism exists when computer attacks result in effects that are disruptive enough to generate fear comparable to a traditional act of terrorism, even if done by criminals Intent-based  Cyberterrorism exists when unlawful or politically motivated computer attacks are done to intimidate or coerce a government or people to further a political objective, or to cause grave harm or severe economic damage Since the early 2000 s,  electronic jihadists   ie, Younes Tsouli, Mohammad Peerbhoy, etc  and other hacking groups  many can be researched on wwwzone-horg  have been content with web defacement and the occasional DDOS But, these actions never gained the media attention like the recent spree of hacks in 2011 This is, in part, due to the advent of social networking Former British Prime Minister Margaret Thatcher once stated  Publicity is the oxygen of terrorism  Anyone studied in matters of terrorism knows that the primary goal of terrorism is media attention The act is secondary to the message Younes Tsouli and Mohammad Peerbhoy, both criminal hackers working with Islamic extremist groups A small sampling of criminal hacking groups operating in the Middle East All of these groups are at least as-skilled as the current Lulzsec Anonymous hackers, as evidenced by similar techniques, use of SQL injection, etc The myth that traditional terrorist groups don't have access to hacking skill is simply outdated In the words of William Gibson,  Terrorism is ultimately about branding  Every press release, tweet, and claim is part of that brand to raise awareness for their cause or message And, the media can function as an extension of the group s propaganda machine As TechCrunch columnist Paul Carr recently pointed out in his piece on the media coverage of the now defunct LulzSec group, most journalists were all too happy to hop aboard the  Lulz Boat  and parrot propaganda verbatim without a hint of criticism and provide  celebrity fluff  reporting Paul especially calls out online journalists and bloggers as  downright shameful  for showing support for these criminal hackers Gene Spafford, the professor and director at Purdue University and a leading security expert, has also objected to how reporters romanticize criminal hackers, drawing a parallel to computer virus authors in the early 90 s portrayed as  swashbuckling, electronic pirates   pointing out that their legacy is now costing billions in damages  Even in recent days, reporters have used lofty, inconsistent terms such as  masked crusaders,  a  loose hacker movement  and an  online activist group  to describe Anonymous The fear of retribution by the criminal hackers within this group is real No one wants to become a target News organizations need to take a step back and take a close look at how they are covering these incidents and make sure they aren't enabling these groups  propaganda machine Edit  as a case in point, notice the significant lack of the word 'criminal' when media reports on Anonymous Lulzsec To illustrate, here is how reporters bloggers described Anonymous in the 24 hours following the Monsanto Booz Allen Hamilton attacks
